Regional Governance System in the Kingdom of Saudi Arabia

The Government of the Kingdom of Saudi Arabia, under its wise leadership, established the Regional Governance System, issued by Royal Decree No. A/92 dated 27/8/1412 AH, with the objective of enhancing administrative performance and promoting development across the Kingdom’s regions.

The Executive Regulations were issued under Decision No. 3279 dated 3/7/1414 AH by the Second Deputy Prime Minister and Minister of Interior – may Allah protect him –, to put the system into effect and achieve its goals. These goals aim to raise the level of administrative efficiency, increase development rates, and facilitate service delivery in all regions of the Kingdom, in line with the nation’s ongoing progress and modernization efforts. The system also ensures the security of citizens and safeguards their rights and freedoms in accordance with Islamic Sharia.

Based on this framework, Regional Councils were established in each region of the Kingdom, including the Eastern Province Council, headquartered at the Emirate of the Eastern Province.

Composition of the Council

The Council consists of:

• His Royal Highness the Governor of the Eastern Province, serving as Chairman.
• His Royal Highness the Deputy Governor of the Eastern Province, serving as Vice Chairman.
• The Deputy Governor and heads of government agencies in the region, as specified by a decision of the Prime Minister upon the recommendation of the Minister of Interior.
• In addition, no fewer than ten members from among the local citizens known for their knowledge, expertise, and specialization, appointed by order of the Prime Minister based on the nomination of the Governor and the approval of the Minister of Interior. Their term of membership is four years.

Functions of the Council

The Regional Council is responsible for studying and addressing all matters that may contribute to improving the level of services in the region, including:

• Identifying the region’s needs and proposing their inclusion in the national development plan.
• Determining and prioritizing public projects and recommending their inclusion in the annual state budget.
• Reviewing and monitoring the implementation of urban and rural planning schemes after their approval.
• Following up on the implementation of the region’s share of the national development plan and budget and ensuring coordination among relevant authorities.
• Proposing public-interest initiatives that serve citizens of the region, encouraging civic participation, and submitting recommendations to the Minister of Interior.
