In line with the Eastern Province Emirate’s commitment to enhancing the quality of services it provides, and in fulfillment of its assigned duties and responsibilities and in accordance with the directives of the wise leadership to ensure that services are delivered in the easiest, most efficient, and timely manner, the Emirate is dedicated to offering electronic services through its official portal and smart devices.
These digital services aim to facilitate and expedite the completion of official transactions for beneficiaries by providing user-friendly, fast, and reliable e-services that meet their needs effectively.
Privacy and Information Confidentiality
The Eastern Province Emirate places the confidentiality of beneficiaries’ information at the top of its priorities. The Emirate makes every effort to deliver high-quality services to all beneficiaries in accordance with the Service Level Agreement (SLA), ensuring the protection of personal data and the confidentiality of all information exchanged through its electronic services.

Requirements for the Saudi Applicant
- A formal written request addressed to the Emirate, submitted by the woman’s legal guardian or his authorized representative (attach a copy of the power of attorney).
- If the guardian is deceased, a copy of the inheritance deed must be attached.
- A copy of the national identity card of the Saudi woman and her legal guardian.
- If the applicant is divorced, a copy of the divorce certificate must be provided.
- An employment certificate indicating the applicant’s job title and monthly income, certified by her employer or the Chamber of Commerce if she works in the private sector.
- If she is unemployed, a certified statement of non-employment issued and attested by the local mayor (‘Umdah) and the police must be attached.
- Proof of residence for the Saudi applicant (e.g., National Address or equivalent).
Requirements for the Non-Saudi Applicant
- A copy of the valid residence permit (Iqama).
- A copy of the valid passport.
- An employment certificate indicating his job title and monthly income, certified by the Chamber of Commerce.
- A detailed printout of residency information issued by the General Directorate of Passports or through the Absher platform.
- An official letter from his home country, certified by the competent authorities, stating his marital status.
- An official certificate of good conduct (police clearance report) issued by the competent authority in his country of origin, attested by the Saudi Embassy and the Ministry of Foreign Affairs in Saudi Arabia.
