Digital participation plays a vital role in strengthening these communication channels, enabling citizens, residents, and stakeholders to express their ideas, opinions, and suggestions on issues that shape our society. Your participation is essential in supporting the government’s efforts to enhance the quality of legislation, policies, strategies, initiatives, and public services.

The Saudi government is committed to fostering this participation. We rely on your innovative ideas and constructive suggestions to help shape better policies and deliver improved services for the benefit of all.

E-Participation Regulations

Promoting community participation and interaction with beneficiaries is one of the key objectives of government entities in the Kingdom of Saudi Arabia, in line with Vision 2030. The strategy emphasizes open communication channels between government entities and society at large, including citizens and the private sector, while encouraging smart and accessible means of engagement. This approach enables government entities to listen to citizens, understand their needs, and deliver services that meet their expectations.

To support this direction, the Digital Government Authority (DGA) has issued a document titled “E-Participation Regulations.” These regulations aim to:

• Strengthen community participation.
• Increase interaction between government entities and beneficiaries.
• Provide a seamless and inclusive digital participation experience across all digital services.
• Empower beneficiaries to contribute to decision-making processes.

The E-Participation Regulations were developed based on international best practices and outline the key elements for effective design and strategic implementation of public participation across the Kingdom. The main objectives include promoting beneficiary-centric governance, enhancing transparency, and encouraging collaborative innovation between government entities and society.

The E-Participation Regulations are part of the Digital Government Regulatory Framework, which seeks to institutionalize beneficiary-centric approaches within government entities by enabling active participation through information accessibility, consultation, empowerment, co-development, and innovation.
